Active Threat Preparedness for the Workplace

Columbine. Aurora. Sandy Hook.  Washington Navy Yard.  Mumbai.  San Bernardino.  Paris.   Active threat events across the country and globe have shown communities that these horrible events can no longer be considered as exceptional circumstances that “will never happen here”.  

ABOUT THE PROGRAM

Despite an increased frequency of active threat events, plans, training, and exercises for active threat events still primarily focuses on the tactical response, i.e. the neutralization of the perpetrator.  Lessons learned from previous active threat events however illustrate that both private and public sector organizations need build a more comprehensive approach beyond the average 15 minutes it takes for the perpetrator to be neutralized.  Pre-event, immediate response, and recovery activities within a organization need to be more thoughtfully considered to fully grasp the complex and dynamic nature of the spectrum of active threat events, a spectrum that ranges from a lone perpetrator attack to a multi-assault event.

This presentation will explore elements of active threat preparedness through the entire life cycle of an  active threat event, using lessons learned from previous active threat events to guide the discussion.  Issues such as behavioral pattern recognition, threat assessments, physical protective measures, complex incident management, public information and warning, reunification, and continuity of operations will be discussed.  Opportunities and innovative approaches to strengthen active preparedness activities will be offered to participants.

ABOUT THE SPEAKER

David Schuld is a management consultant and active threat project lead at Hagerty Consulting, an Evanston-based consultant firm that helps communities prepare for and recover from disasters.  Prior to joining Hagerty in 2014, David worked as a defense advisor to a member of the U.S. House of Representatives, a political advisor to the British Army, and most recently was Crisis Management Advisor to the British Government.
